what am I doing wrong??

Hi

I have just purchased my minecraft, setting it all up, have chosen the configs and I want it to be a survival mode, where you earn money, buy land and progress upwards ie worker, resident, mayor etc. I am trying it out with a friend, when I log on I am just my name - no owner or admin and I have nothing. But when anyone else goes on they have a full infantry as if it is creative mode.

 

I can do the commands, fly, ban, weather etc but why is everyone else getting everything when they shouldn't and I am not when I should.

Please help I really dont know what I am doing wrong.
